Not really sure what is meant by fully lined, but it's two separate fabrics sewn together with the crosses stitched on each separate cloth.

Can these be ironed? They came wrinkled and folded in the package. However the fabric is so thin, and I cannot find care instructions.

I don't know if they can be ironed. I've never seen them get ironed because they are in church buildings. There probably is a way to care for them and make them smooth. If you keep searching you'll find the answer to smooth them out.
