It is roomy however I have only tried a ski helmet, that works.

Yes, the fabric has a polymer-type backing but is still flexible and seems to be of good quality. The zipper areas would probably let in some water in a downpour.

Is the 22" acceptable as a carry-on for most airlines?

Yes it should be. As long as you paid for it, included on/with your ticket. Totally depends on the airline as well some are making you size your bag at the gate and if it doesn’t fit in the sizer they will charge you at the gate an additional amount usually $100 per bag that doesn’t fit. Always cheaper to buy it online prior. Check size detentions on the airlines carryon section to be sure before you buy.

Will this bag fit on as a carry on for Spirit airlines ?

I don’t know the acceptable dimensions for Spirit Airlines carryons but this bag is considered oversized for most of not all USairlines checked baggage. Carryon size requirements are usually much smaller than checked bags.
