Can this be used on bare plastic or should i topcoat the plastic first?

It depends on you really I don't top coat my kits and I use it on the plastic. I have seen nothing bad after using it on plastic.

Does it panlline 1/144 gundams

Yeah it works on all scales and grades. I've found if you are having trouble getting a line to stick, gently tracing it with a needle helps the ink to flow and give a bolder look.

Does this pen with ink in it already or do I have to buy the ink bottle with it ?

It has ink in it. You push the tip down on the surface to start the flow. The Gray version flows better than black, but they're both good to have, depending on the color of the piece.
