once P&S applied on roof, do i need to apply a roof sealant such as siliconizer for extra protection or P&S good enough?

Peel & Seal should be good enough in general. I applied it to a flat RV roof, and it worked great for many years. I sold the trailer last year, so can only vouch for 5 years of durability. The only issue I had were with the overlapping seams losing their adhesive seal. I simply went over it with a heat gun to melt the polymers again, running a rag over to smooth it and reseal it. It probably wouldn't hurt to apply a sealer on top if it, but I don't think it is necessary. P&S has about 5 layers of foil and polymers with tar that make it pretty tough and a strong barrier to punctures and leaks.

the roll is 36" wide and approximately 33 feet long.

I have a tar and gravel roof. Could I remove the loose stones and apply this on top of that surface?

No, roof must be smooth and clean. I had to remove rocks and all the old asphalt down to the deck. Base layer then use this as the top layer.
