will this power an 18vdc motor and not fold back when trying to start the motor?

It honestly depends on the motor you are trying to start. I have used this adapter to test a small toy helicopter (it was missing its lithium polymer battery pack) and it ran just fine, though I have never used it on a motor that needed more than 12 volts to operate. You can always connect a capacitor in parallel to the line, let the adapter charge it up, and then when you start the motor, the initial current draw will be alleviated by the capacitor and the adapter will then give a constant current flow for operation. if there is too much power draw the device will temporarily shut of and then reboot after 5 seconds after all loads have been disconnected. I have short-circuited the adapter a fair few times (mostly on accident) without any long term issues that I can tell.

I think small short cable is Not an extension but is a reverse polarity cable for devices that need reverse polarity otherwise would cause damage?

The short cable is identified as changing the polarity of the tip from center positive to center negative; useful for guitar effects pedals which typically are CN. I don’t think Sergio 2020 is correct in their answer. I have a separate adapter cable that fulfills this same purpose and does so safely for my effects pedals.

What awg wire is run in the dc cable running from the power supply to the dc receptacle?

It appears to be around 14 ga, which is common residential wiring. Hope this helps.
