I’m not sure but; 1. It has a US patent 2. I have mine over 5 years and it’s gotten a lot of use & it’s still going strong with no issues other than scratches etc. I would recommend this 100%! You would NOT be disappointed

I don't know what you mean by it's base, I used the tape for surveying and I have been quite pleased.
