Will this hold a 48-84 inch curtain rod on my wall to cover my bedroom window?

Yes, I use 3 hooks on new painted wall with light weight rod and curtains.

How do I remove it without removing my wall?

Well that is an excellent question! Most adhesive wall hanging products have the little tail you pull down to release the unit~this does not~BUT I still swear by them; I have 10+ hanging in and around my home, and have removed 2 (my hanging error). Peel carefully from a top corner, with no wall damage~and able to reuse!

will this work on cement walls and ceilings?

If they are smooth and painted they just might work. Raw concrete might be a problem with the adhesive.

How much weight does 1 hook hold?

The hooks are advertised at 22 lbs, but I have them stuck on a stainless steel wall that I wiped with alcohol before applying the 3” x 3” adhesive squares, and there is no doubt in my mind that they’d each hold 40-50lbs easily
