Can they be tilted while driving?

As long as you don't mind sending the panels onto the traffic behind you.... I suppose if you drilled thru the roof and mounted them with 3/8" bolts and oversized fender washers it could be possible to keep them mounted to the roof. As for keeping the panels attached to the brackets; again, that's a mounting hardware issue. Think about the speed you travel (i.e. 70 mph) and add into that a headwind of 30 mph (plus gusts), you have a combined wind resistance of 100+ mph. Besides the strain on the fasteners and bracket, you would have a hell of a drag impacting your fuel consumption. In short, keep EVERYTHING as low as possible when driving. Reduced drag improves mileage and minimizes the strain on whatever you attach as well as minimizes fuel economy impact.

Are the brackets made of stainless steel?

the brackets are aluminum and the fasteners are stainless steel

Did others recieve wing nuts and washers? My package had the plastic head bolts but no nuts...

All mounting parts were included in mine.

do you need to ground the aluminum brackets to the vehicle chassis?

I didn't bother. The solar panel frame is plastic, so it isn't grounded to aluminum frame. Instructions on panel didn't suggest to do so.

pedido alterado sin componentes

de los 2 unidades pedidas del "Renogy Kit de Montaje de mástil para Panel Solar de 100 W, Aluminio", uno ha llegado incompleto: faltaban todos los tornillos, tuercas, arandelas y una pieza de sujeción del panel solar. Se nota que la caja ha sido rota en un lateral y pegada con celo para taparla. Hemos recibido el reembolso pero hemos perdido nuestro tiempo y casi perdemos el proyecto del cliente por incumplimiento del plazo de instalación.
