I placed travertine in my aquarium. Will thus seal it so water will not get under?

As long as the material You are putting in the aquarium is NOT porous and you make sure any openings are closed up this should work for you. Of course how much you use and the depth of your aquarium are factors as well as if you don’t apply enough and if one has a big tank the pressure on the seal could brake. I use this to make retaining walls for landscaping my aquariums and its been working great for me.

Will this adhere to cured silicone. I have a spot that seems to be cosmetic and would like to add more.

It will - but it wouldn't be effective. I would scrape off the bad section and apply the new silicone.
