Is this safe for drywall?

No! It works a bit, but can't be removed easily. Whatever is sticking to it always falls off the wall, but the sticker stays and I had to damage the wall to get it off. I don't recommend this for drywall.

Will this leave a permanant residue if I attached it to the back of an electronic, like an Iphone? Thanks

You should be able to remove any adhesive residue. You can rub it off with your fingers or use alcohol on something like a cotton rag
