Is this for one tire or 2? I have a 24 inch mountain bike that needs fortification against goathead stickers, anyone have any experience with those?.

I bought the 700c size for my road bike, as sold they were for 2 tires, 1 for the front tire and 1 for the rear, make sure to buy the correct size for your tire size

I would probably get 32 as the smallest. It will go up the shoulder of your tire. But it will also be heavier, as long as you are ok with that.

for a mtb 27.5x1.75/2.35 what size should buy?

You will buy the appropriate width in a 29"

Will these work with smart tire tube sealent?

In a tubeless tire, you mean? I wouldn’t think it necessary. It would certainly be a mess when removing the tire.
