Will this be safe on a 2008 4runner?

As far as I know it's safe to use in any car that has a gasoline engine I use it in a 2003 Celica GTS

Would this hurt fuel pump?

It could potentially hurt a mechanical fuel pump if you have an older car that is still using a mechanical fuel pump with a bladder/diaphragm. Electronic fuel pump should be fine but use this stuff up quickly, once you've added it to your fuel, you should go through that entire tank of gas in a short amount of time and preferably a long trip on the highway.

does it lubricate enginge and cylinders also ?

Not at all. No lubricant properties what so ever. This is high detergent and high solvents. Designed to clean fuel Systems, combustion chambers, at cats. Great stuff. But use it for it’s purpose.

What makes this "better" than regular B12 Chem Tool?

Both products use the same powerful detergent package, but the Berryman B-60 HIGH-MILEAGE FUEL SYSTEM REJUVENATOR actually has just a bit more of the detergent package as well as a different solvent package. Either product will work very well but the B60 high mileage is slightly better-suited to clean-up older, neglected fuel systems.
