Does it have an E-clip (or other type of retainer) to prevent fan blade from coming off of the motor shaft?

No, it is press-fit on the motor shaft. It’s pretty snug. In my application, the fan is blowing towards the motor so it would tend to want to pull the blade away from the motor yet I haven’t had issues with the fan blade coming off

What is the CFM rate?

Not sure but I would not put my finger in there.

Is the motor reversible ?

It's a dc motor..just swap the wires ..positive to negative and negative to positive...
