Great question. We had to research it.

Quoting from USDA Wildlife Services: For birds, hearing is second in importance only to vision for monitoring the world around them. Avian hearing is most sensitive to sounds from about 1 to 4 kHz, although they can hear higher and lower frequencies. No species of bird has shown sensitivity to ultrasonic frequencies (>20 kHz).

So no, they should not be able to detect it.

Yes, it will.  I have a dog that would CONTINUOUSLY BARK in the window all day long at anything, including falling leaves,, until I got my Bark Buddy. We were about to go insane! It took about 2 days to stop him.  He can't take meds, so this was the ONLY way to train him to stop barking for no good reason. He now will only bark when someone is knocking at the door.

Can this be used on a neighboring dog?

I bought one and it works wonderfully on my dogs, shuts the neighbor dogs up and I take it with me when I go visit my mom. Her dogs start barking at me as soon as I pull in the drive and I "click" while outside and her dogs shut up! So now I have to order 2 more for my mother and brother!

While this works perfectly to stop my dog from barking, I don't know if it would stop an attack.  My dog will get into s barking frenzy and it stops her immediately.
