Will these fit a men's size 13 foot?

I would say no. I’m a woman’s size 9 I find the elastic to be a bit tight/compression and the gel portion just covers the side of my heel. I can’t imagine them fitting a larger foot.

Can these moisturizing socks be saved as a Xmas gift, will the gel dry up?

I would think they could last until Christmas. I don’t believe it is literally gel, as much as it is just a gel feeling. I have washed mine and hand dried them and they turn out beautifully. There’s no gel per se that I can see.

Can these socks be wore multiple times?

I've washed them and air dried them multiple times. They hold up and the gel stays intact. So the answer is, yes, they can be worn multiple times. Hope this helps.

Should we wash them before first use?

I did not (and have not) wash them. I fear that the stuff inside the heel will wash or wear out.
