does this have a chime that sounds off every hour or not?

No chime on mine and pendulum didn’t work.

To manufacturer: where and how do you attach the enclosed clock hanger, so that the pendulum will swing freely?

There is a separate bracket that fits over a nail in the wall, above where the pendulum swings, so the pendulum clears the wall by about a half inch.

Will this work with a 12” minute hand?

I can't answer that definitively but theoretically it should; a hand that long would put some added stresses on the movement & probably shorten the life of the battery.
