I'd like to use this as a soft-start controller for some outdoor incandescent lights. Can I configure it to do that without a cpu board attached?

You can use this item with potentiometer and adjust the brightness of dimmable lights https://www.amazon.com/dp/B06Y1DT1WP?ref=myi_title_dp

What PWM frequency sould one use to control this dimmer? Should it match the A/C frequency?

I tried those and you can’t really control a triac with PWM. When a triac turns on it will stay on until the current invert means when the sinusoid passes the Ov axis. You need to delay the triac command from the Zero information. More you delay it more you dim. The delay is from Oms full on to 8.333ms for off. If you control a light between about 6ms to 8ms it’s going to flake. The Zero information needs to trigger an interruption and in the interruption function you delay the command. I use delayMicroseconds().

What is the maximum wattage I can put through this?

They support up to 2A. So 110V*2A= 220watt

Where is some simple code for one unit connected to one arduino uno? if i have to reverse engineer what's on github it gets one star.

Hi We love to help our customers. Did you check this link for sample code? please see below link. If it does not help you can you please give me more information why it does not help you. Thank you https://github.com/RobotDynOfficial/RBDDimmer
