Can I use with jb weld plastic adhesive?

This 3M adhesive promoter is meant for adhesive backed films or tapes. It's a surface primer of sorts for substrates that you are applying the adhesive films to.

Do you apply this directly on the tape? Or do you apply to the surface area?

You apply the adhesion promoter to the surface you're sticking the tape to. For best results apply in small areas approximately 12 to 18 in at a time. Best results are when tape is applied within 10 seconds after promoter is applied.

Will this work on hanging vertical blinds with 3M double sided tape. I can't use screws on this application?

It should as long as the surfaces are not porous. The question is will the 3M double sided tape hold up vertical blinds. Use the appropriate fastener for the application.

Will this work on a tent? have a separate bathtub floor in tent..want to use hook & loop tape to connect it to tent side walls…keep critters outthanks

I’m sure it will work on any surface as a primer/adhesión promoter. I don’t think hook and loop Velcro will last long if you will constantly be removing / reinstalling. Best to sew it in.
