How is the bottom of the laptop sleeve? Does it go all the way to the base of the bag? Or is there space/cushion to protect the laptop from drops?

It is well insulated as I think it was created for camera equipment

Can be toted on an passenger airplane?

Absolutely. It fits under the seat in front of you or in the overhead.

I’m wondering how many dividers are in the 20l. and 30l as well. or is this something we must have to purchase separately?

There are 3 which are included in each.
