Is the basket and tube stainless steel or aluminum?

It is made out of aluminum and the stem might need a minor adjustement after you remove it from the box.

Can I stick it directly into the fire?

That could warp the aluminum as it cools, and to brew coffee best, don't actually boil the water, just get it near a boil. If it's too hot the coffee tastes more acidic. Lower heat (suspended or off to the side by the coals/Ash) has a better result. Even making a Swedish Torch & letting it burn a bit, then setting the pot on the charred top is good.

Does it need to be completely filled to work?

The grandson and i fill it to the bottom of the spout - boil - throw in a handful of coffee grounds medium ground- remove from fire and let set till the grounds settle to the bottom then you have some campfire coffee.
