After application do you still need to paint with something else, or can the aluminum finish be left?

Platinum is UV stable and dries rock solid. It does not need to be top-coated further, however you certainly can if you would like to but its not necessary to do.

I want to seal weld seams and entire floor pans. I want to seal weld seams with duraglass fiberglass filler. Should I fill first or encapsulate first?

The directions only address painting metal. So I would encapsulate first.

Can this be used on home heating radiators?

not sure. it does dry up and make a barrier. but not sure how it would do under heat.

Is it true this paint is not multi-use? I keep reading ppl saying it's one and done because you cannot reopen the lid?

Yes and no. If you leave any residue, it will seal itself up and thusly be very difficult to reopen. I wipe the can clean with solvent to ensure re-use.
