Why is there a 256gb option and a 256gb wifi option at different prices? don't all ipads have wifi?

Yes all iPads have Wi-Fi, I expect the first option you mentioned probably is the model with built in cellular connectivity (be it through Verizon, t-mobile, etc) aka a SIM card and cellular “modem” And that would explain the price difference as well and suspect that model you mentioned is more expensive (but maybe it’s cheaper as the carrier gets a monthly payment from you so they use a lower price as an incentive , though in the long run probably ends up costing you more)
