What is the minimum (not maximum) width rack that this will work on?

4.6" is the minimum for the Dairyman basket. We do have the bessie basket that will work on all racks.

is the bottom mount removeable if I prefer to bolt it on?

If that's what you're thinking, don't spend the money on this, just get a basket. The mechanism that holds this to the rack, is brilliant.

What is the minimum width rack that this will work on?

5 7/8". There is the Bessie basket which will work on wider racks.
