Can this be used with water miscible oil paints?

I would email Gamblin directly to ask this question- they are very quick to respond and will share helpful technical information with you. Gamblin makes a water soluble paint, so possibly, they'd tell you for certain.

Can this mix with Arcylic paint to make it thicker ?

No you can't mix this with acrylic paint- this is for use with oil based paint. There are plenty of products that do what you're trying to do! Look up Acrylic medium, they come in all varieties of gloss, matte, thin to very thick paste. Golden and Liquitex are popular brands with a variety of acrylic mediums.
