Does the dimensions include the inside the water area, or the outside including the supports?

This is only the pool dimensions. You will need to add at leads 2' on each side all the way around the pool. For example the pool is 9' wide so allow a minimum of 13 ft. Plus room to walk around the back side where your pump is. And a minimum of 22 ft. On the 18ft. Side this will allow for the legs to expand out. Hope this helps

Does it come with everything?

We ordered the 24x12x54 size and it came with everything but the ground cover. I will say that while it did come with the top cover we were never able to get it on as it was too small.

The water line pre marked on the vinyl liner inside the pool is 31" deep. The height from ground to the top of the pool is 39".

How many gallons does this pool hold?

I currently have a 10' round pool, same depth and it holds 1,000 gallons. so I suspect 1900 is approximately right However, with basically 2,000 gallons of water, this pump will NOT be strong enough to filter all the water. The round one I bought came with the 350 gal/hr pump and it was horrible. I finally got a 1,00 gal/hour pump and all was well.
