Do I have to hook wires up to the light

Yes you have to hard wire this light. But it is veryyyyyy simple. Took me 5 minutes.

My light starts at 20% then 50% and finally at 100% after turning on the awitch for the third time. Am i doing anything wrong? How to fix it?
