You will do just fine using your hands or a hand foiler.... both are a much cheaper alternative! Eventually, if you really get into making complex stained glass projects with lots of pieces, then a table foiler would be recommended. The only spring on my unit was already attached, on the bottom of the bolt that is (in the picture) covered with a red cap (which gets replaced with an included wing nut). The wing nut adjusts the roller assembly to the correct height for the glass (there are different roller assemblies for 7/32", 3/16" and 1/4" glass), but the "tension" that keeps the glass against the roller assembly is supplied by the user.
