I use this as a leash when I check handguns in my luggage. Slip it through the inside metal guides for the roller handles, and lock it to my gun case. Gives me a bit of extra security knowing my bag can't be opened and the gun case simply taken out. Sure, they can steal the whole piece of luggage, but that's another case. I also use it to secure my gun case to the frame of my car seat when there's a place I can't bring it. Not going to stop a determined thief, but prevents a quick removal.
