Dimensions say they are 16" x 8" x 3"? Are these really 8" wide and 3" tall, it seems incorrect?

The dimensions of the color box package are 16" x 8" x 3". The height of the RGBIC TV Light Bars are 14.8'',the width is 1.6''.

Do these have to be used with a tv, or can they be ised for ambient lighting too?
