Is the scoreboard supposed to hold a charge?

Not sure what you mean by "hold a charge", but when I briefly tried it, the scoreboard appears to use nonvolatile memory. I set it to a random score, then I turned it off and unplugged it by removing the power cord from the scoreboard. Then I plugged the power cord back in and turned it on. When it came on, the score that I had set was still there. Nonvolatile memory is something similar to a USB flashdrive; no external power required to retain the memory. If you are talking about actual electrical charges, the only elements in the device that can hold a charge are internal capacitors. Once you remove power from the scoreboard, the capacitors will eventually discharge through parasitic resistances in the circuit. I doubt that there is any intention on retaining an electrical charge once the power is removed.
