Is this water resistant? Is it okay for water to splash on it if I use it in a hot tub?

It is not water resistant. I would assume it could be used in a hot tub if kept from getting wet, but not so much that water enters into the inner workings.

Has anyone noticed if this has helped with dark circles?

I don't know. Probably not. This product only massage. You probably need some kind of cream for your dark circles.
