Can I use this dye to turn an olive green, cotton Tilley Hat black? The hat has a waterproofing which I think can be easily removed with detergent.

Pretty sure if the waterproofing was removed it should dye OK (however i'd research into this to be sure - you don't want to ruin a good hat!). You just have to remember that the original garment colour could affect the final outcome. I used the black to dye a pair of blue shorts - they turned out fine, however the stitching remained blue (it could well be a ploy/cotton thread).

Are these good for topshop jeans?

I used this to dye my topshop jeans and it didn't work. The jeans are now patchy and still washed-out.

If you mean stretchy Jeans then yes it works but not as intense may need to do it twice if they are well faded

I got bleach on the sleeve of a black T-shirt, will this help

I did cover up my bleach marks but I left it fir a good long soak and it may fade with washing
