Does it come with Nordic layout if i order it from scandinavia?

No, since it's only available in the US layout.

Can the macros be stored on keyboard or do I need the software to run them?

Unfortunately, the Razer BlackWidow V3 TKL does not have an onboard memory. You may use the Razer Synapse 3 to configure/ customize the buttons.
